On 5 January 2020 the embassy of Finland in Bangkok updated Covid situation in Thailand, as follow.

In the west of Bangkok, Samut Sakhon Province, cases of coronavirus disease emerged in December, which have already expanded to a few thousand cases of contagion. The infections were found mainly among foreign workers working in the shrimp wholesale market. Before that, there were almost no local infections in Thailand for months, except for some exceptions.
Since then, both Samut Sakhon area have been combined, as well as other local infections have already spread to 56 provinces. Officials have classified Thai provinces into four groups based on the number of cases of infection. Limitation measures are placed first in accordance with these classifications, but national level restrictions are also possible. In addition to services, restriction measures can affect both Thailand’s entry opportunities and internal movement.
Be prepared for restrictions on movement and services. Changes are possible on a very fast schedule.
