Norwegian Embassy attends briefing on Vietnam’s governance reforms

Prime Minister of Vietnam Pham Minh Chinh met with representatives of the diplomatic corps in Hanoi on Thursday 31 July 2025 to update them on Vietnam’s reorganisation of administrative units and its two-tier local government system.

According to the Prime Minister, the reforms are part of Vietnam’s long-term vision to become an upper middle-income country with a modern industrial base by 2030 and a high-income developed nation by 2045. He outlined measures to build a service-oriented administration, strengthen the rule of law, and foster a socialist-oriented market economy with people at the centre of development.

Pham Minh Chinh emphasised four strategic pillars – science, technology, innovation and digital transformation; international integration; breakthroughs in institutional reform and legal enforcement; and private economic development. New policies in education, healthcare and culture are also planned.

He thanked ambassadors, chargés d’affaires, and representatives of international organisations for their support, saying they serve as bridges linking Vietnam with the world.

On its Facebook page, the Norwegian Embassy in Hanoi wrote that Chargé d’Affaires a.i. Mette Moglestue and colleagues attended the meeting and thanked the Prime Minister for an informative briefing.

“Norway will continue working with relevant ministries and local authorities in Vietnam to implement the cooperation programs between our two countries, including ocean protection, circular economy, blue and green economy, energy transition and green maritime,” the embassy stated.

It is not known if other Nordic embassies participated in the meeting, as they have not published information about it.
