Finland tops global anti-money-laundering index as Myanmar ranks highest risk

Finland tops the 2025 Basel AML Index as lowest-risk for money laundering, while Myanmar ranks as the world’s highest-risk jurisdiction.

Finland has been ranked the world’s lowest-risk country for money laundering in the Basel AML Index 2025. Myanmar, in contrast, is rated the highest-risk jurisdiction worldwide.

The Basel AML Index is an independent annual ranking produced by the Basel Institute on Governance. It measures countries’ exposure to money laundering. The index combines data on corruption, financial transparency, rule of law and how well international standards are implemented and enforced. Scores are calculated using inputs from global watchdogs and governance indicators.

Finland’s top position reflects strong institutions, low perceived corruption and strict supervision of the financial sector. Nordic countries generally perform well on anti-corruption and rule-of-law criteria used in the index.

Myanmar’s position at the bottom comes amid ongoing political instability and international sanctions. Weak governance and conflict conditions increase the risk of illicit financial flows through the country.
