Danish companies expand offshore wind cooperation with Vietnam during state visit

Danish companies Copenhagen Infrastructure Partners (CIP) and Semco Maritime have signed cooperation agreements with Vietnamese energy companies to advance offshore wind development and strengthen international supply chains.

The agreements were exchanged at the Vietnam–Denmark Business Forum in Copenhagen on 20 October 2026, during Vietnamese President Tô Lâm’s state visit to Denmark. The ceremony was attended by President Tô Lâm and King Frederik X.

Copenhagen Infrastructure Partners (CIP) and Vietnam’s state-owned energy group Petrovietnam exchanged an agreement to advance the South Central Region 1 offshore wind power project in Vietnam.

The two companies have been cooperating on the project since signing a joint development agreement in August 2025. During a meeting in Copenhagen on 19 October, Petrovietnam CEO Lê Mạnh Cường and CIP representatives discussed outstanding issues affecting the project’s feasibility, including investment incentives, power purchase agreements, risk allocation, financing and implementation schedules.

The project has a planned capacity of approximately 1,000 MW and forms part of Vietnam’s national power development plans.

In a separate agreement, Danish engineering company Semco Maritime and Vietnam’s PTSC Mechanical & Construction (PTSC M&C), a subsidiary of Petrovietnam Technical Services Corporation, agreed on strategic cooperation for 2026–2030.

The partnership aims to strengthen their combined resources and expand their participation in offshore wind substation projects internationally. PTSC has already supplied products and services for offshore wind developments in Taiwan and the Baltic region.

Vestas discusses local supply chain development

Petrovietnam also held talks with Danish wind turbine manufacturer Vestas on 19 October. The discussions focused on increasing Vietnamese participation in offshore wind manufacturing, engineering and technical services.

Vestas expressed its willingness to share international experience in offshore wind development and supply chain localisation. The company also stressed the importance of stable regulations and a predictable pipeline of projects to support long-term investment.

Petrovietnam sees offshore wind as an opportunity to build on Vietnam’s existing oil and gas industry capabilities in offshore engineering, manufacturing, ports and logistics.

The agreements and discussions took place as Denmark and Vietnam elevated their bilateral relationship to a Comprehensive Strategic Partnership during the presidential visit.
