
Norway’s ZEM AS (Zero Emission Maritime Solutions) has partnered with the Philippine Association of Coastal and Inland Water Ferries (Paciwfi) and IMP Shipyard and Port Services to build the Philippines’ first prototype electric-hybrid ferry, aiming to modernise coastal transport and cut emissions.
The agreement was signed in Manila during the Norway-Philippines Electric Ferries Conference 2025, hosted by the Norwegian Embassy.
“This electric ferry project stands as a clear example of progress,” said Norwegian Ambassador to the Philippines and Palau Christian Halaas Lyster, highlighting innovation as a key pillar in the countries’ maritime cooperation.
The eFerry will operate using both battery and diesel power to lower fuel consumption, emissions and noise. Under the partnership, Paciwfi will coordinate government approvals, IMP Shipyard will design and build the vessel, and ZEM ASwill supply and install the electric propulsion system.
The project supports the Philippine government’s maritime modernisation plans and will serve as a model for similar vessels across coastal provinces and inland waterways. The ferry is expected to enter service in 2026.
