Sarawak delegation studies Sweden’s ombudsman model

A delegation from the Sarawak Ombudsman in Malaysia has visited Stockholm to learn from Sweden’s long-established ombudsman system, aiming to strengthen governance and public accountability in the Malaysian state.

The group, led by Chief Ombudsman of Sarawak Datuk Seri Abdul Ghafur Shariff, met with the Swedish Equality Ombudsman (Diskrimineringsombudsmannen, DO) on 27 October. Sweden is considered a global pioneer in independent oversight, with ombudsman institutions dating back more than 200 years.

“Sweden’s mature ombudsman model offers invaluable lessons for strengthening our mandate in Sarawak,” Abdul Ghafur said, noting the collaboration will support efforts to promote integrity, transparency and accountability across public service agencies.

During the visit, the delegation received briefings on the DO’s legal framework, operational processes, investigation procedures and public advocacy efforts. Discussions also covered areas of cooperation and the exchange of best practices.

The Equality Ombudsman works on behalf of the Swedish Parliament and government to combat discrimination and promote equal rights in areas such as employment, education, healthcare and public services.

The visit forms part of Sarawak’s wider efforts to enhance oversight mechanisms and ensure good governance in the state administration.
