
Norway’s ambassador to Vietnam, Hilde Solbakken, has emphasised the importance of transparency and public participation as Vietnam rolls out changes to its local governance system, according to VietnamPlus.
She said effective decentralisation depends on clear accountability, sufficient resources and strong public oversight, VietnamPlus reports,
Vietnam has recently moved to a two-tier local administration system, reducing the number of administrative levels to simplify governance.
Drawing on Norway’s experience, Solbakken said public trust and clearly defined roles between central and local authorities are key to making such reforms work.
