Cyber threats push Singapore to learn from Finland’s security model

A series of sophisticated cyberattacks on critical infrastructure has exposed a hard truth: prevention is no longer enough. Long-term resilience is needed. And here, Finland’s model is drawing attention, Rsis reports.

Recent incidents include an attack by an Iranian threat actor and a major breach involving the cyber espionage group UNC3886 targeting telecom providers. The response, known as Operation Cyber Guardian, mobilised over 100 experts for nearly a year.

It worked – but it also revealed how demanding cyber defence has become.

More women and rising age limit

Singapore is now exploring how to strengthen its system, and here Finland stands out.

The Nordic country has built a broad-based cyber defence model. It draws on both military reservists and civilian experts. Training is open, structured, and in many cases voluntary. This allows Finland to tap into talent across society.

A key player is National Defence Training Association of Finland, which offers courses to anyone willing to contribute to national preparedness. The approach is inclusive and skills-based, not limited by formal education or rank.

Finland has also expanded its reserve system. From 2026, the age limit for reservists rises to 65 to keep experienced talent in play.

New recommendations include opening pathways based on skills rather than degrees, involving more women, and even tapping into foreign residents for certain roles.
