
A new agreement in Manila is set to modernise how Filipino seafarers are trained, as the country prepares its maritime workforce for rapid technological change.
On June 25, MARINA and Norwegian maritime technology company Mintra signed a partnership to introduce digital learning tools, AI-driven training support, and improved competence tracking for seafarers, Bunker Markets reports.
The Philippines, which supplies around a quarter of the world’s merchant ship crew, is positioning itself for a future shaped by automation, alternative fuels, and more complex onboard systems.
“Norway and the Philippines share deep maritime ties,” said Geir Michalsen, Chargé d’Affaires at the Royal Norwegian Embassy in Manila.
“This MOU reflects the practical, international collaboration needed to address modern seafaring challenges across digitalisation, sustainability, and workforce development.”
Kevin Short, CEO of Mintra, said the initiative is essential for keeping pace with industry change.
“Ensuring people have the right skills, knowledge, and support will be critical to the industry’s future success.”
The programme will also focus on linking training more closely to real-life ship operations and expanding opportunities for women in the maritime sector.
A joint committee will now oversee implementation and set measurable targets for the initiative.
