Sweden grants million euros for Luzon Economic Corridor railway study

Sweden funds a 12 million SEK study for Luzon’s SCMB railway project.

Sweden has awarded a one million euro grant to fund a feasibility study for the Subic–Clark–Manila–Batangas (SCMB) railway, a flagship project under the Luzon Economic Corridor.

The agreement was signed between Swedfund International and the Philippine Department of Transportation, with the grant document presented at Malacañang Palace on Wednesday, 22 October 2025, according to the Office of the Special Assistant to the President for Investment and Economic Affairs.

Swedfund’s support will finance analysis of signalling systems and operational models for the SCMB line, intended to link the ports of Subic, Manila, and Batangas. The Asian Development Bank will oversee the procurement of consultants for the study.

Present at the event were SAPIEA Secretary Frederick Go, Swedish Ambassador to the Philippines Anna Ferry, DOTr Acting Secretary Giovanni Lopez, and officials from the Department of Finance and Department of Foreign Affairs.

Philippine officials said the partnership supports plans to develop competitive logistics infrastructure, while Sweden highlighted public–private cooperation and the role of Swedish transport technology and expertise.
