The Hong Kong Immigration Department has announced that several fees for visas, entry permits and travel documents will increase from 8 September 2025. The changes are part of a cost recovery adjustment, with some charges rising by up to 51 percent.
The government said the revisions follow a review showing that current fees do not cover the full cost of providing services. Adjustments include increases in visa applications, passport issuance, re-entry permits and document delivery services. For example, the fee for an ordinary visa will rise from HK$230 to HK$330, while the cost of a standard adult passport will go up from HK$370 to HK$430.
Officials stressed that the adjustments are being phased in gradually to limit the impact on daily life and business activities. The Immigration Department said it will continue reviewing its services to ensure cost-effectiveness and quality. For Scandinavian residents in Hong Kong, the changes mean higher costs for visa renewals, re-entry permits and passport-related services handled through Hong Kong’s immigration system.

Travelers and residents need to be aware of these upcoming fee increases. While cost adjustments are understandable, a 51% rise in some services is significant. Planning for visa renewals, passport applications, and re-entry permits will help avoid surprises and ensure smooth processing.
