Norwegian embassy urges stricter EPR enforcement in Vietnam

Norway’s embassy in Vietnam urged stricter EPR enforcement to support business-led green transformation and Vietnam’s 2050 net-zero goal. 

Vietnamese businesses highlighted green transformation and the circular economy at the Vietnam Economic Forum 2025, Outlook 2026. Companies said greener production can also deliver economic benefits.

Speakers also said state support is needed to scale circular-economy models. They pointed to infrastructure bottlenecks affecting Extended Producer Responsibility (EPR) implementation.

Extended Producer Responsibility (EPR) is a policy approach that makes producers responsible for their products’ end-of-life, including collection, recycling, and safe disposal.

Erlend Skutlaberf, chargé d’affaires ad interim at the Norwegian Embassy in Vietnam, said EPR rules should be improved. He also called for stricter and more effective enforcement.

He said synchronized policies and actions are needed to support Vietnam’s Net Zero goal for 2050. The forum discussion came as green agriculture models expand, with more low-emission production initiatives.
